Water resistant and waterproof are not the same claim
This distinction decides whether a laptop survives, so it is worth being precise. A water-resistant pack uses a fabric with a DWR finish or a polyurethane coating on the inside face. It sheds rain for a while, then wets out — the fabric saturates and water finds the stitch holes at every seam. That is genuinely fine for a walk from a parking lot to an office in a shower. A waterproof pack is a different construction: welded or taped seams, a coated tarpaulin or TPU body, and a closure that has no zipper for water to creep through. It stays dry in sustained rain and survives being set down in a puddle.
The closure tells you which one you are holding
Look at the top of the bag. A standard coil zipper is a water path no matter how good the fabric is; a water-resistant zipper with a polyurethane laminate slows it down but is not a seal. A roll-top closure — fold the collar three or four times and clip it — is the only common closure that genuinely keeps water out, which is why every serious dry bag uses one. Specifying for the actual weather
For commuting and campus programs in a temperate climate, coated polyester with a storm flap over the zipper is enough and keeps the pack light and cheap.
